Synopsis: - Sasha Bordeaux wonders if she should just quite her job - after all, what's the point in being a bodyguard to a man who is also known as the Batman? She hangs around the G.C.P.D. building at night to catch a glimpse of him, but they never seem to put the bat-signal on to call him. Needless to say, in the mornings her employer is fresh as a daisy while she is a complete wreck. To her dismay, she gets to serve as caddy at Bruce Wayne's golf game with construction businessman Clint Cantwell, who is reluctant to invest in Gotham. Meanwhile, something rather odd is happening at the police HQ - officer David Smith was apprehended the previous night committing a bank robbery. He claims he had no control over his actions, but Detectives Allen and Montoya are not convinced. Fed up with the questioning, they nip out for a coffee break, buying from the friendly 'Fez'. On further investigation they dig up what looks like evidence of wide-scale corruption in the Department - a whole host of robberies committed close to police precincts, all of them when the officers it was reported to were off-duty on coffee breaks. They think that one of Gotham's plentiful 'freaks' might be behind it, and Commissioner Akins decides that he should finally call Batman in.
- Back at Wayne Manor, Bruce Wayne subtly makes it clear to Sasha that he knows that she knows, and that she should stay away. Of course, as soon as she spots the signal, she races off downtown, sure that her employer is doing the same thing. Downtown, Fez wanders home, and gives Detectives Allen and Montoya a call, reciting the Hunting of the Snark, which causes them to leave the building and don ski masks, which Bordeaux finds unusual. What none of them know is that Fez is a disguise for the Mad Hatter. Akins explains to Batman that he's not used the signal before because he feels the GCPD should be more self-sufficient, to earn Gotham's trust and not always to look to Batman for everything - surprisingly, Batman agrees. Elsewhere, Sasha follows Allen and Montoya into The Kandee Kane club, where they hold up the patrons. She bursts in and commands Allen to freeze, but is herself knocked to the ground by a blow from Montoya's gun.

Synopsis: - Barbara Gordon and Reneé Montoya (who have become friends since Barbara's father's shooting) go out for a meal where Montoya tells Babs about how the new Commissioner is settling in, particularly since the signal hasn't been on very often since he took over. Montoya has a unique insight into this - when Akins was forced to call Batman in on a Black Mask case, she questioned him about his reluctance to use it. He told her of a time when he was working in Gateway City. One neighborhood, which had acquired a violent vigilante protector called the Watchdog, suffered from a rash of kidnappings. When the police tried to investigate, most of the residents told them to just leave it to the Watchdog and Reggie Brookings, a kid with criminal connections refused to talk to Akins.
- Akins put a guy called Murphy on the case hoping something could be achieved. He was called to the scene of a shooting, at a building which Murphy had seen both Brookings and the Watchdog enter. Murphy was injured, and the Watchdog killed - he had also killed all the kidnappers, armed or not, including Brookings. With no leads, the lastest abductee wasn't found until weeks later - too late.
- Akins told Montoya that the thing that scares him is that in Gateway City, things would have gone better with just the police force, but he knows deep down that in Gotham, they really do need Batman.
