HISTORY

Manuel was an old friend of Barry Allen's who joined the C.I.A. after his father died on a plane hijacked by terrorists. He received extensive training and took part in a top secret operation called 'Project Bellator' that gave him the ability to regenerate from injuries, even grow back severed limbs. Working on his own, Manuel eventually identified the ones responsible for his father's death as part of the group known as Basilisk. He took them out one by one, but was eventually captured. He was tortured by repeatedly having his hand cut off until one day he was rescued by an army of clones that had regenerated from his discarded hands. Manuel lead his army of clones until they unexpectedly started dying and he deserted them.

Fleeing to Central City, Manuel made contact with Barry Allen, but was soon captured by his clone army, Mob Rule. Using Dr. Elias's genetic re-sequencer, Manuel was experimented on in an attempt to prevent the continued death of the clones. When the machine was on the verge of explosion, the Flash had to shut it down, which caused the death of all the clones. Manuel blamed the Flash and Dr. Elias and fled to begin rebuilding Mob Rule, limb by limb.
