HISTORY

On the rim of a spiral galaxy lies the world of Gallo. Shrouded in an impenetrable mist, Gallo is home to a race said to be more ancient than the Guardians of the Universe. Calling themselves the Tribune, the ancient race studied the immutable laws of creation and held court to judge those who had violated those laws.

To ease their day-to-day lives, the Tribune relied on robotic assistants. So intent on the finer points of galactic law, the Tribune failed to notice their master mechanic, charged with the upkeep of the robots, was slowly slipping into insanity. Seven years ago, the mechanic revolted, overthrowing the Tribune with the aid of his reprogrammed robots. He imprisoned the Tribune and set himself in their place.

A few days after the revolt, a trio of offworlders arrived. Sent by his brother Guardians, Appa Ali Apsa was to be judged for the crime of placing the welfare of a single individual above that of a world. During his time on Earth, Appa Ali Apsa had chosen to allow toxic pollutants to be thrown into the Earth's oceans, rather than let Hal Jordan, the Green Lantern of Earth, die. Jordan, as well as Green Arrow, accompanied Appa Ali Apsa to Gallo as witnesses in his defense.

From the moment they arrived, the trio was greeted with suspicion and hostility. Their weapons were confiscated and they were brought before a single judge, rather than the whole Tribune. The judge was obviously disturbed and after turning the case over to a robotic jury, sentenced Appa Ali Apsa to death. For speaking out against the decision, Green Lantern and Green Arrow were charged with contempt of court and taken to detention row. A large robot guard, Serbus, kept them from leaving their unlocked cell.

Green Arrow made a makeshift bow and arrow with a bed slat, cot support and thread from one of the Tribune's robes. Before they had been apprehended, the archer had broken off the head of an explosive arrow and saved it hidden as a precaution. Using the explosive arrow, they were able to destroy Serbus. The Tribune and Green Arrow were able to stall another robot sentry long enough for Green Lantern to retrieve his power ring.

They made their way four levels above to the execution chamber where Appa Ali Apsa was slowly being encased in plastic. Green Lantern was quick enough to rescue the Guardian from what would have been certain death. Green Arrow used one of his trick arrows to prevent the mechanic-turned-judge from escaping to another world. - Green Lantern Vol. 2 #80

Appa Ali Apsa elected to return to Oa and face judgment from his brother Guardians. They decided to strip him of his immortality and sent him to live out his remaining days on Maltus, their homeworld. - Green Lantern Vol. 2 #80 - 81

The threat to their authority taken care of, the real Tribune could now reinstate themselves. Left with advice by Green Arrow, the Tribune would need to consider if reinstating themselves would be a good idea. Their current status is unknown. - Green Lantern Vol. 2 #80
