Synopsis:

The Titans are disturbed by Starfire's bizarre actions, destroying various satellites and transmitters across the globe. When Troia and Jesse go after her, against the wishes of the Pentagon, they learn that she is trying to stop the signal from something called "the Consensus", and in the midst of the discussion, Jesse Quick learns a lot about herself. The other Titans are shown a transmission by Major Reagenburger, and soon they, like him, are a part of the Consensus...
