This story takes place between JLI 23 and JLA Annual 4... anybody want to place it better?

:: Better placement is probably between JLE #6 then JLA #34-35, this issue and then JLA Annual #4. Anyone has a better placement??

The fact that both Mister Miracle and Oberon are present means that it has to take place either before JLA #37 or after his return in issue #42. The presence of the cat however means that it has to be after JLA #42 as it was first seen in JLA #37 and then went to the JLE Embassy in JLE #13 where it became Power Girl's pet.

So the chronology would have to be:

JLA #42

Mister Miracle #19

DC Retroactive: JLA - The 90's #1

JLA Annual #4

Which means that their last appearance would be JLA #35 as you state. Unless of course this story takes place in between JLA Annual #4 pages 11 and 12. Pages 1-11 show them trying to get a job and ends with Major Disaster getting the idea to become heroes. He doesn't flat out say it though but only says "I think there's only one option open to us".
