OVERVIEW
Delbert Billings a.k.a. Keith Sherwood was an artist who used the trance-making effects of optic art to begin a criminal career, but was repeatedly defeated by the Batman.
In more recent years, he refused an offer of power from the demon Neron. His girlfriend Fay Moffit, however, was more than willing to bargain. She killed her lover with a bullet in the head and got the deal with Neron herself as the third Spellbinder.
