OVERVIEW
Bartholomew Higgins used a garish costume and an assortment of lights and noise-making mechanisms to disorient his victims as the villainous Snafu (a name based on a paraphrase of the wartime expression "Situation Normal, All Fouled Up"). Snafu fought Man-Bat on two occasions and later encountered Hero Hotline.
