HISTORY

Brek Bannin from the planet Tharr used his native power to generate cold in an attempt to join the Legion of Super-Heroes in the 31st century. Failing the tests, Brek and some other rejected applicants banded together as the Legion of Substitute Heroes, with the goal to train their powers as unofficial "reserve Legionnaires". Polar Boy eventually became a real Legionnaire.
