HISTORY

An alliance of Earth's former Air Elementals, the Parliament of Vapors was possibly the unseen power responsible for the transformation of the Red Tornado (II) into an Air Elemental. In recent years, the Parliament of Vapors joined the other elemental Parliaments in an attempt to re-make the world. The Parliament of Vapors was then destroyed by the Heavenly power known as the Word (I), but not until they had passed on their power to the Swamp Thing (IV).
