HISTORY

Moses Rockwell was one of the hundreds of humans forcibly relocated to Oa when their communities were torn from Earth by the mad Guardian Appa Ali Apsa. Humans and alien beings from dozens of worlds visited by Appa Ali Apsa were placed in what was called the Mosaic, and would need toform a community.

When Rockwell's son was killed by a neighboring alien species known as the Horde, he became the forefront of the resistance to what was seen as the cruel experimentation of the Guardians of the Universe and Green Lantern John Stewart. At times this would result in violence against their alien neighbors, or even fellow humans seen as aiding and abetting the non-humans.

Eventually, some of the species on the Mosaic banded together to force the Guardians and Stewart to return them to their homeworlds. A Peeper saw Rockwell as a key player in manipulating Stewart in order to signal their homeworlds.

The Guardians did not prevent (nor aid) any sentients that wanted to leave Oa. Those that were evacuated were overseen by members of Earth's hero community. Rockwell and his wife presumably returned to Earth. He has not been seen since. - Green Lantern: Mosaic #17-#18
