HISTORY
The Monarch of Menace fought Batman early in the Dark Knight's career, and was said to be the one foe he could not beat. In fact, the Monarch of Menace had one day retired with his gang and his son to an undisclosed jungle location.
He constantly ridiculed his son, to the point where his son went back to Gotham City. Dressed as his father, he set out to have his own crime spree but was stopped by Robin. Batman was able to play up the "Monarch's" defeat, to sucessfully lure the "original" out of hiding. Now a more experience crimefighter, Batman easily defeated his foe. -Detective Comics #350
POWERS AND WEAPONS
The Monarch of Menace possessed a hyptnotic crown, a super-adhesive he used to quite literally slow down anyone following in his footsteps, and a scepter charged with electrical energy.
