OVERVIEW

The fanatical, sadistic warden of Iron Heights Penitentiary near Central City. He has a deep hatred of the prisoners incarcerated there, particularly the costumed villains and anyone who sympathises with them. He has the meta-human ability to cause an intensely painful muscle spasm in those close by him and seems to be able to get away with just about anything he likes.
