HISTORY
Rather than wearing his costume under his clothes or running home to get changed, the second Flash (Barry Allen) created a ring and process to compress his costume to fit within the hollow of a ring. Once pressed, the ring would open exposing the garment to the nitrogen in the air and rapidly expanding the costume so the Flash could quickly change. When the costume was not needed, it would be compressed down once more and stored in the ring.
A ring was made for Kid Flash (Wally West) as well as non-speedster heroes such as Green Arrow (Oliver Queen), though the non-speedsters do not appear to have used the ring with any regularity.
