Dodger is a British national who uses advanced technology, some of it alien in nature, for his criminal ends. He recently found himself in conflict with Green Arrow I and his allies and eventually joined the good guys in the fight against the League of Assassins. He also struck up a relationship with Green Arrow's protegée Speedy (Mia Dearden), thus tying him closer to Green Arrow and the straight and narrow path.
