HISTORY
When disaster strikes, one organization stands ready to offer help to the victims. The Cosmic Emergency Management Agency, known by the acronym C.E.M.A., is an interstellar organization comprised of sentient beings from a multitude of worlds. Information is not yet available regarding the origin of C.E.M.A., its home base of area of operations. In the early 21st Century, C.E.M.A. was known to be active in Space Sector 2814.
Commander Ashari of Tamaran led a crew investigating the destruction of the planet Mellifera. The planet’s entire star system was destroyed by a weapon known as the Blind. In Sector 2814, the Blind had destroyed six other star systems. Unbeknownst to the crew of her ship, Commander Ashari held a secret allegiance to Amon Sur of the criminal organization known as the Black Circle Syndicate, and the Black Circle had been responsible for the Blind.
When Professor Tipanius Terpis of the civilian research vessel Tsunami led an investigation into the Blind, she warned him off. Ashari had previously crossed paths with Terpis and their relationship was less than amicable. While she could not openly reveal her ties to the Black Circle, Ashari tried to use what she claimed was Terpis and his crew consistently violating C.E.M.A. protocols.
When Green Lantern Kyle Rayner appeared to investigate the Blind, the ring wielder allied himself with the crew of the Tsunami. They left the Mellifara system to prevent the Blind's destruction of Rayner’s homeworld, Earth. Commander Ashari reported this to Amon Sur. She offered to eliminate the Green Lantern but Amon Sur had already assigned the assassin Shiro Nova to the task. Ending his communication with Ashari, Amon Sur had the C.E.M.A. vessel destroyed. There have been no reported sightings of C.E.M.A. or any of its operatives to date.
