HISTORY

At the time when Batman had started to work more in public (and had not yet returned to his 'urban myth' status), Public Works Commissioner Arthur Reeves was the spokesman for the anti-Batman front of Gotham. Reeves was a pain in the butt of the Dark Knight for years, up to the point when he ran for Mayor of Gotham. However, Reeves' opponent, Hamilton Hill, was backed by the gang boss Rupert Thorne, who gave Reeves faked photos of Batman's real face, manipulating Reeves into making a fool of himself in public and thereby ensuring his loss. Reeves later confessed about Thorne's role in the election debacle. He has not been seen since.
