Todd Ritondero a.k.a. Agent Orange was a governmental agent of the U.S. Department of Agriculture. Together with his female partner Kilroy, he chased the elemental being named Tefé Holland (a.k.a. Swamp Thing V) but failed in bringing her in to the authorities.
